Things are so bad in Washington these days that they've decided to skip even the pretense of a budget.  Not that it really means anything.  The political and financial card tricks played by Demonocrats under PBO and Republicons under PW have made it all nonsense anyway.  Budgets are designed to provide realism and restraint in matching income to outgo.  In that the Feds are spending about two dollars for every one coming in, all semblance of sincerity left the building long ago.  Nonetheless, to keep up appearances, PBO has presented a budget in follow-up to his plan to cut spending.  True to form, his new and improved budget raises spending by 163 billion.  Reactive management has us running on bald tires hoping we won't hit a bump.  With government being a fourth of our economy, the failure to plan, budget, and act is leaving too many question marks and unpaid bills.  Uncertainty and debt are dangerous to a recovering economy.  Cowardly politicians are dangerous to everything...
